I have tried 2 different gmail addresses and now an iCloud address and have not received an activation license from any of those 3 addresses.

Are you trying to get a free licence? If yes, go back to the instructions on the webpage. It CLEARLY states to refresh the webpage. If you are purchasing a licence, they should be emailed. I've seen a couple of posts elsewhere that people have had problems with IOBD.
