It is China key + transponder.
I try to put for 1min key on ignition to check
what error it will return to check transponder, but

On battery or on main power - it is the same and

Are you sure of no PATS DTC's as you have not posted the contents of the DTC icon(the next icon below in your posted image) after you click the Read DTC button at the base of that page with the China key in the ignition? It would be a real surprise to me if you are not seeing PATS DTC's related to non programmed keys or unreadable transponder or non PATS keys in the ignition at all like P1260 or B1213.
If you are not seeing B1601 B1600 or B1602 resulting from a DTC clear and reread of the DTC's with the the China key in the Ignition then the PATS module is not attempting to read a key transponder and/or sending any transponder info to the corresponding module Either IC BCM or PCM or any of them apparently other than the 3 Keys it already has in memory.
Your original post indicates you are not even getting the box to appear with the Out-code listed and a field to enter the In-code and a choice of what program to use to generate the in-code which would seem to indicate a PATS module related problem.
That would indicate an unresponsive PATS module or a PATS memory that is locked or PATS Antenna related issue. There should normally be U type lost communication Codes related to PATS DTC's even in this case. Did you try disconnecting the Battery Negative cable for 30 minuets to clear the module memory as was suggested in your original posted Image? The fact that you can get the module reset to complete seems to indicate that the module responds to the network but may have not be resetting the module memory. The only other way to do that is removing the power from it and re-powering it just like when your computer locks up and becomes unresponsive.
You have nothing to loose at this point except you may have to re program your original key plus any new ones once you can gain PATS access and if this does not work then you will have to do that any way with a replacement module.
If you have one working key and the car still starts with it, I would not do the battery disconnect until you get a better key blank(Dealer Provided) that is known to be programmable and then I would not Erase all keys and only add the new ones once you gain the Incode/OutCode (Forscan's built in In-code generator should work on this vehicle once you get it to generate an Out-Code) PATS access and the keys have programmed successfully.
Chinese key blanks have always been a problem as most of them are cloned copies of one specific transponder and may program but not increase the Key count, if they even read at all. They may even throw a B1601 code indicating they are readable and still not program.
I have experience with both of these problems!
You get what you pay for with these things!!!!
