I bought the extended license as well as the OBD EX adapter in hopes I would be able to program a second second key fob for my 2017 Ford Fusion SE with a 2.5 L 4 cylinder.
I had read that this would be possible.
However, reading this post it appears I am out of luck.
Can anyone please confirm this for me?

2017 Ford Fusion SE Program Key Fob
Two operating keys are required
https://www.youtube.com/watch?v=ZRWYmIKNXQ4
1. You must first have
two programmed keys and all of the keys have to be in the vehicle.
2. Remove the top portion of all the keychain and the remote(s) are able to sit inside the pocket.
3. Locate the pocket in your vehicle, refer to your owners manual for the location. They are usually found in the center console of the vehicles an make sure the area is clean.
4. Insert your
first programmed key fob into the pocket. Press the start button wait five seconds. Press the start stop button. Remove the key from the pocket.
5. Insert your
second programmed key fob into the pocket. Press the start button wait five seconds. Press the start stop button. Remove the key from the pocket.
6. Place the
next unprogrammed key into the pocket. Press and hold the start button until the horn chirps and the hazard lights flash.
7. Place your foot on the brake and start the vehicle by pushing the start stop button. A message should display on the screen that says key program successful. If not it will say key program unsuccessful and you will need to repeat the process.
If only one programmed key is available, visit the local dealer or certified locksmith.

Forgive my stupidity... So you're saying no, ForScan cannot program a key fob with only one working key?

If only one programmed key is available, visit the local dealer or certified locksmith.
The dealer or certified locksmith (providing they have the specialty equipment) can add another key.
The answer is no, FORScan can not perform that function at the moment.

Foscan can't program key for your car but I can help you to do this remotely via dealer software.

As far as I understand PATS programming with FORScan for a 2019 Mustang is not possible. Is this right?
I actually need to delete a key. That is, IPC shows 3 admin keys but I have only two keys.
If I buy a new or used another key and perform key programming using the procedure in the manual, would be my problem solved? Or will it show 4 admin keys?

I am trying to program a key for a 2000 Ford Ranger with no success. I am using Forscan v2.3.56 with
OBDLink EX. The key is a new OEM Strattec 40 bit key (stamped S)recommended by Strattec for this model truck.
Forscan reports there are 2 keys in memory. I have only 1 physical key which starts the truck and I believe
is also an OEM key stamped S. When I try to program the new key, I insert the old key turn the ignition to on,
the progress bar goes up to about 60+% and requests the ignition be turned off, the old key removed, the new key
inserted and the ignition turned on and click O.K. within 10 seconds (It takes me 4 or 5 seconds). The progress bar
continues for a minute or less and announces that programming has failed. The DTC that is set is B1601. Can anyone
explain what is happening? Is a clone key saved in memory as a second key? I am at a loss to understand this unless
this is a bad transponder chip. I would greatly appreciate any help.

A few weeks ago I was trying to program / ad a new key to a friends 2007 Toyota Corolla using the right Scan Tool ...I ended up giving up.
I ended up getting a new chip ... replaced the Chip in the "New Key"...and it only took a few minutes to get the job done.
So ...you may have a "Bad Chip" in your new key ??
