2017 TCM Programing Issues/ NEW Blank TCM

I have a 2017 Focus SEL that I am trying to replace the TCM in. The TCM is brand new from the dealership. I have installed and connected the TCM physically, but when I attempt to program the TCM, the software states that the module is not seen, but provides another list of potential modules. The instructions that came with the TCM states that I need the latest calibrations and that the PCM/TCM require a coordinated flash. I am able to get the TCM programmed and perform some of the adaptive learning, but when I get to the WOT portion, the software states error and has me shut the car off. The PRNDL does not indicate any gear selection, even though I pass the gear test. I put the old TCM in and it was able to synch right up and complete all the adaptive learning. What am I doing wrong. Below is the instructions from Ford and the original TCM config from prior to my attempted programing.

Update - I tried using the recovery method to program to program the TCM to the original configuration/calibration. After attempting to program, the TCM will not update to the as built configuration. After I attempt to program, the TCM, it will not be updated to the original configuration, It will show that it is configured AE8P-7z369 -AM. The TCM can be programmed in any of the AE8P-7z369 -A(X) configurations, X representing the letters A through M, but will not program to G1FP-7Z369-AC.
