IPC Module Self Test

I'm doing an instrument cluster upgrade in my 2015 Ford F-350 Powerstroke. The truck came with the "basic" instrument cluster which is difficult to read during the day. I have two of the higher level clusters which, according to Ford, are valid part numbers for my year and model. Both appear to work fine with the exception that they "reboot" about every 10 seconds. Can't seem to figure out why this is happening. I had the mileage on one of the clusters reset to match the actual mileage on the truck thinking that that might be causing the problem but I'm still getting the continuous "reboots." I used FORScan to read the data in the original IPC and have tried duplicating that in the replacement clusters but that hasn't helped either.
In the course of my troubleshooting, I've attempted to run an IPC module self test with FORScan. The original cluster tests OK. Both of the replacement clusters fail the self test. Both replacement clusters worked fine when removed from their donor vehicles and I've also had them bench checked. I was told they were both fine.
My question is this, what exactly is the IPC module self test looking at? My thought is that if I could tell specifically what the test is doing I might be able to pinpoint the source of my problem. There is no logging available when running the self test so I can't tell the precise step where the test fails.
