Ford Kuga G6DG 2009 2.0TDCi turbo problems

Hi
I was wondering if any experts might help me solve this mysterium of a Kuga.
It is constantly in limp mode, starts and run fine, but no boost.
I had problems with the abs module, this was replaced and it seems like everything is fine on as builts and stuff like that.
Here is my fault codes:
===ABS DTC C1093-A0===
Code: C1093 - ESP Lamp Switch Defective
===EPS DTC C1956-30===
Code: C1956 - Steering Angle Sensor Circuit Failure
===EPS DTC U1900-20===
Code: U1900 - Missing Message for Engine Speed
===EPS DTC U261B-20===
Code: U261B - Improper Program Termination
===IC DTC U1900-20===
Code: U1900 - CAN communication bus fault
Also this is very relevant:
Code: P0299 - Turbocharger/Supercharger Underboost
- Signal is Above maximum threshold
The turbo is a vacuum assisted with a electric sensor.
The diaphragm was broken and i replaced this, and measured the rod length of the old one and just adjusted the new one to the same length. However i get a weird reading on the VGTDC% in forscan, it starts on 199% on idle and decreased to about 120-130% with throttle.
Boost is 95kpa always. If i put a mityvac on the actuator the boost increases so it is not a mechanical issue. I also checked the vacuum input on the solenoid valve, and also replaced the valve but the ECU wont send a signal to adjust the actuator, or there is an issue with the actuator?
