BCM Replacement – PATS Module Initialization did not complete successfully

Hi,
I’m looking for some advice regarding a BCM replacement issue on a Ford Galaxy 2010 2.0TDCI.
I replaced the original BCM (AG9T-14C097-AC) due to a faulty brake light output. The replacement module has the exact same part number.
Here’s what I’ve done so far:
Erased and reprogrammed the keys successfully using FORScan (v2.3.70)
All theft-related DTCs have disappeared from the modules
As-built data has been written to the replacement BCM
However:
The engine does not crank at all
In the PATS -> Module Initialization always fails with “the process did not complete successfully” or similar message
Additional info:
Using OBDLink EX with extended license
Starter circuit works fine with the original BCM (engine cranks and starts)
It seems like the BCM–PCM pairing is not completed, even though key programming succeeded.
Any insight would be appreciated.
