Switch activated speed limit

I work on F series trucks which range from F-150s to F-750s. We install hi-rail gear on the trucks which allows pickup trucks or work trucks of various configurations to drive and operate on railroad tracks. Here is my problem, one of my customers is experiencing a high number of derailments. Meaning the truck pop off the railroad tracks. We are currently going through all of their fleet vehicles checking for proper hi-rail alignments. Additionally, I would like to limit the speed of the truck while it is on the tracks.

Is it possible for me to install a whisker switch or position switch to either open or close (does not matter I can do it any way we want) so that when the rail gear is deployed (meaning operating on the railroad tracks) the truck has a speed limit of say 15mph? Or, even derate the truck so it has on 25% throttle response?

The latest incident, someone got seriously injured, so I am trying to come up with ways to not only save my customer time and money with repairs, but more importantly prevent someone from getting injured again, or worse.

I really appreciate any constructive feedback on how I can reprogram these trucks to make either or both (prefer both) of those things happen. And no, I cannot share what company I am working with.
