Pats programing

Hi there. I was trying to program pats on 2016 Ranger and I'm getting message. I'm interested in commercial use but how to obtain this (I have extended license )

You have programmed PATs on 2 vins, you will need to purchase another licence and that will allow you another 2 vins. There is no commercial licence with more vins.
