Can EGR disfunction avoid TURBO working ? DTC P2223

Hello everyone,
My FORD Transit connect 1.8TDCI 110ch 2007 with 250.000km (PCM/ECU Siemens SID 206), had the turbo circuit cleaned couple weeks ago. Wastegate is working well.

The actuator was changed for a new one ( same brand and references than the original one HELLA 752406-6NW009-206 )
Since then car is in on LIMP mode, turbo not working, and showing DTC P2263 : turbocharger/supercharger boost system performance.
There is no issues with vacuum hoses, leaks, wiring or corroded connectors. Strange thing is that if we set the old actuator, turbo works and no fault code.

With FORScan I "RESET LEARNED VALUES FOR ALL ADAPTATIONS" and even REBOOT PCM. Doesnt change anything.

Then I tried some live data ( I dont have much options with this old electronic ) :
Variable Geometry Turbo charger shows : 0 (while driving all speed)
EGRVR = 0% (while driving all speed)
EGRTP_V = 0V
EGRTP_CON = 0%
DPFEGR = 0.6V at idle 0.58V at 2350rev/m

Doesn t it mean EGR is totally out, or only the sensor ? DPFEGR sensor out ? and then will create a fault for the turbo ?

If the old one works why not put it back in?
Also if you bought the new one on Amazon or eBay there is a good chance it could be a fake.
Also sometimes new parts dont actually work.
If putting the old part back in makes it all work then that confirms that the ecu and wiring are all good.

Was the old actuator bad? As @boosted_diesel said, put the old part back in and see if the issue is resolved. That would be my first step.
