3g to 4G TCU Modem update on 2017 Lincoln MKZ Issue

Hello

I have a 2017 Lincoln MKZ that I'm trying to upgrade the unsupported 3g modem TCU with a replacement 4G modem. I followed a guide on youtube by Chad Mees and purchased a used 4g modem exact one he recommends. Did the firmware upgrade via FORScan however when I tried to register the car with the Lincoln Way app is get this message.

Sorry, there was an error and we were unable to complete your request to change authorization rights on MKZ. Please try again later.

I did a factory reset on my Sync 3 radio
Deleted the Lincoln Way App and reinstalled it made sure my car was deleted from the Lincoln Way App
Cell Signal is good.

What am I doing wrong ?

Not sure that is what in asking I dont see anything about registration and how to fix it.
