Disable automatic windshield wipers after restarting the car

they remain active even after you turn off the car and then start it again. In winter, this is problematic because the wipers may be frozen to the windshield.
With Opel, there is a feature where the automatic wiper function is deactivated when you turn off the car. When you start the car again, you first have to deactivate and then reactivate the automatic wipers.

Is there any way to program this function?
