P161B code on 2019 Focus after ECU replacement

Hi, I replaced ECU on 2019 FORD FOCUS 1.0 EcoBoost (MK4)
ECU has been bough used (all the same as original ECU)

Issue: Car is not starting, tried to proceed with "PATS programming" but there is nothing related to ECU/PCM replacement

The only error is:
Module - PCM
Error code - P161B:00-2F

The ignition turns-on without problems, start-button has green light, engine not turning if trying to start
Gearbox: Manual

Let me know please how to fix it and let the car start

Notes: original ECU damaged and no connection with it, also these ECU's are not-clonnable either in bench or boot mode

Hi, just wondering if U solve the problem. Have the same case in focus mk4 2021. At the moment and looking for some help. A question ?, Do U have a Parameter reset on initialization future in PATS menu ? I'm starting to think that the year and model is the case ...

if you could not find module initialization in PATS menu, that means it is not supported yet.
