Is the functionality disabled? I can select the output state tests that i want, but when i hit the check mark button, nothing really happens. 2010 Ford fusion 3.0L.

Not it is not disabled.
After you select the Control PIDs and closed the dialog, you should then press the Control toolbar button, then the Output control window will appear. The controls in this window work only when live streaming is started.

Awesome,had some difficulty finding that little button especially when its grayed out like its disabled.
Keep up the good work. I used to do technical support for an aftermarket scantool manufacturer, www.ottotest.com and the delphi diagnostic tool. Happy to do comparisons/reviews or testing to help improve on your awesome work. Patiently awaiting the android version also.
