Is anyone else having such issues?
OBDLink MX Bluetooth and Windows 10 will kinda pair, but refuse to connect
It'll work back to back with Windows 7, 8, 8.1, and Android, but Windows 10 is a no go

We had no chance to do tests on Windows 10 yet, sorry. But Microsoft recommends in case of such problems to check/update (install latest) drivers for Bluetooth radio (integrated in laptop or Bluetooth stick).

Finally heard back from Scantool, they know of the problem with Windows 10, and are trying to find a solution
