Ford Mondeo MK3 2.0 TDCi does not start

Hello, my friend has Mondeo MK3 2.0 TDCi and it won't start. The first symptoms were that car was smoking a lot, then next day it shuts off on highway and does not start since. 3years ago the injectors and fuel pump were refurbished and camshaft sensor replaced, but the car was not driven for 30months. I have connected with FORScan and collected following errors "P0251,P1211,P2291" I also checked the desired and actual fuel pressure, the desired was 28000 kPa and actual while starting the motor was 1700psi maximum. I also checked camshaft sensor CPS STATE and sometimes was "Error" but it got "SYNCED" later. Any help would be appreciated.

if this is not an air leak issue in low pressure fuel contour (that might appear after 30 months of downtime), we would suspect a fuel metering valve.
