I found that using ForScan Lite on my Androd Samsung S3 I had to turn Blue Tooth and Data Off on the phone as well other WiFi sources. If you don't the ELM will not connect with the phone the other signals are much faster than the ELM so the phone takes the best signal available. Does regular FORscan have the same problem? I hope not I use Windows 10 and some of these items are much harder to disable.
I have One other queston can error codes be reset from FORscan Lite if so I was unable to find it. :?:

This is not a typical problem with WiFi adapter, honestly speaking we first time hear about it. In general, the smartphone logic is that it uses WiFi if WiFi access point (AP) is connected , or mobile network (3G/4G etc) otherwise. Your WiFi adapter works as WiFi AP. So if you connect your phone to the adapter's AP, the phone should use it and disable mobile network radio. All the traffic will be routed via WiFi adapter (it means you will have no Internet). FORScan should communicate fine with the WiFi adapter in this scenario.

We hear about "smart" devices trying to check network quality and use mobile network if it has better signal or bandwidtch, but never experienced them in practice. However, we believe such devices should have an option in phone settings to disable this "smart" behaviour.

Please check here: Well guess what the Data must be turned off 4G is a much better signal than yours. If you try to get WiFi to Connent it will make an effort and then tell you the other signal is much faster and reliable. I am not sure that Blue Tooth has to be turned off but the two are next to each other so I hit them both just to be safe. The system I am on is CDMA and you can't do much with it the carrier belives if it will work don't mess with it. How ever with everything set to run your system works great I am sure further down the road I will have some ideas but at the present time I am excited. It would probley be a good idea to warn people when they are having trouble to do away with possible interfering signals, I returned two ELM's that I feel would have worked if I had known about data taking control.

Googled this issue a bit and it seems to be an Android bug specific for Galaxy S3:

There are many threads like this, they also contain some workarounds for this problem.

In other words, it is some kind of local issue.
