Usually when this error happens it is for one of two reasons!
You do not have a stable enough or no internet connection(no Wifi available in the vehicle?) to obtain the calibration files from the FORScan server or the files are not available on the FORScan server!

FORScan at the moment does not have the ability obtain the files from Motorcraftservice or to extract and save the the calibration files from the installed PCM as does IDS(IDS PMI calls it inhaling the PCM calibration/configuration)!

In order to Change The VIN in the VID block, make settings changes like cruse control type and enable/disable, tire size and axle ratio etc., the PCM in these model years must be completely erased and all calibration files and AsBuilt reloaded with the necessary or requested changes! To do this with FORScan, it must have these files in the FORScan calibration folder in order to erase the PCM and reload the original files and with the required changes!

They may be available at the Motorcraftservice.com site but will have to be found and downloaded individually!

Post a screen of the PCM firmware calibration configuration or post a list of the files needed and maybe forum members can help find them?

Those two files are available on the Diagnostic tool support tab/ Software Overview/ IDS Link here: https://www.motorcraftservice.com/

I did Download those two files from the above link and have attached them! They come in from Motorcraft as .zip files so they will have to be unzipped in the FORScan Calibration Folder in your Documents Folder so FORScan can use them!

I have also attached the list of PCM Part Numbers and Calibrations and PCM Tear Tag Numbers for this Focus 2.0Liter at the numbers from your post!
It appears the Original PCM is a Later part number suffix (AVB) than the replacement (ARB) you are planning on using but it also appears that they both use the same Hardware number and hopefully the same Calibration files!

See if those will work?

Remember you are still doing this at your own risk with Experimental Beta Level software! Still a risk of bricking!
Make sure you have profiles saved from when these PCMs(Origianal and The Used one) could be read so at least you have a recovery option!

Good Luck!!
