How to program PATS using FORScan v2.3.*

I am trying to program a key for a 2000 Ford Ranger with no success. I am using Forscan v2.3.56 with
OBDLink EX. The key is a new OEM Strattec 40 bit key (stamped S)recommended by Strattec for this model truck.
Forscan reports there are 2 keys in memory. I have only 1 physical key which starts the truck and I believe
is also an OEM key stamped S. When I try to program the new key, I insert the old key turn the ignition to on,
the progress bar goes up to about 60+% and requests the ignition be turned off, the old key removed, the new key
inserted and the ignition turned on and click O.K. within 10 seconds (It takes me 4 or 5 seconds). The progress bar
continues for a minute or less and announces that programming has failed. The DTC that is set is B1601. Can anyone
explain what is happening? Is a clone key saved in memory as a second key? I am at a loss to understand this unless
this is a bad transponder chip. I would greatly appreciate any help.

If I am not mistaken, the Ranger line is one of those vehicles that does not have a way to add a "Spare Key" into PATS Memory!

If the PATS menu does not have an "Add Spare Key" listed in the menu(note the "Spare Keys Programable" entry in the attached PATS warning for a 2010 Fusion and see if it is enabled or disabled or even available in your Ranger) or the Ford method of Ignition turned "5 times on/off within 5 seconds ending in Run" does not result in the door locks cycling or the horn chirping, then you cannot add a third key in this vehicle in this way(may not be able to any way as this method(both Scan tool and 5 times) may require inserting and reading both keys already in memory before the third will be allowed and the missing one can't, of course, be read)!
If you are trying to do this with the "Program Key" section it definitely will fail!

You Can only Program Two or more Keys with the "Program Keys" feature after you have used the "Erase All Keys" section to erase all keys and then use the "Program Keys",which will require two key transponders to complete successfully, and while PATS Security is open, program a third and up to 8(assuming the Fleet Mode PID to be available and is enabled other wise 4 is maximum)!
In vehicles without the "Add Spare Key" feature in the PATS menu the only way to add more than two keys is to "Erase All and program at least two to get the vehicle running and then carry on with extras while the PATS security is open!

You say you are getting a B1601 DTC which does mean that a transponder is being read that is not programmed which means the Transponder is, at least, readable and a Stratec with the S stamped(Not etched) is likely Genuine!

At least this hopefully gives you some Ideas?

i've got a 2005 mustang V6 and i'm doing the key fob procedure, because i wanted to erase the old keys stored in the ECU..but every time i manage to get all the keys programmed, the key count still tells me that i have programmed just 1 key..and if i start the car right away with the last one, she fires up..but when i shut it off, every key seems to be forgotten by the ECU and i can't fire up the car again. someone got a solution for this?

If you open PATS security after the failure are you shown 1 key or 2 keys or 0 keys in memory?

If you have only 1 shown then the two keys you are attempting to program are copies of each other and the key count will never be increased with these copies(should have been error message referencing this fact)! The vehicle will not start this way as the Two copies will only be seen as 1 key by PATS and there must be two separate and distinct transponder signatures before the vehicle will be allowed to crank(may even be allowed to if PATS security is still open when an attempt is made(10 second time out is not reached or the ignition has not been turned off for 10 seconds) but will fail once security access is closed)!
This is probably the most reported failure in PATS programming, and a B1601 DTC will only tell you that a Transponder is readable, not whether it can be programmed or if it is cloned/copied!
Especially if cheap transponders from ALI Express or Ebay are used. Many of these are Copies of copies of copies and it is a roll of the dice whether you get two the same or two that are different or one that is a copy of one you already have!

I have one vehicle with 4 keys that work but only two(Two came with vehicle which had 6 listed, and this happened on erasing the missing keys and programming 4 new) are distinctly different and because of those two I can start my vehicle with any of the Four because two of the four are copies(bought off of Ebay) of two that are distinctly separate signatures(Dice Roll anyone)!

If you have zero(not likely if PATS is completing successfully with or without an error message) listed in memory something is happening with the PATS process!

Again Cheap/Cloned/Copied(Locksmith's have been known to do this too) are the most reported failure in PATS programming! Best method to Diagnose, assuming One key is shown in PATS memory?
Go to your Ford dealer and get a FORD Part numbered key mechanically cut and try programming that along with the ones you have!

The pats show always 1 key,and I've got a DTC telling that only 1 key have been added,and the car needs 2. The fact is that I've bought 2 new keys by ford,and try also with them,so no copy of other keys..and still,I've got the same outcome..I can start the car right after finishing the procedure,if I leave the last key programmed in the ignition..if I take it out,none of the keys programmed would work,and the ECU still tells me that only 1 is stored. I also got the 1601 DTC,the one telling that a new uncoded key Is inserted in the ignition. Taken to an electrician,and he gave it a try with other 2 keys,and same stuff. He told me that Pats are open,and the transceiver is working fine

I am having the same issue and getting very frustrated!

Had locksmith come out, said transceiver was broken, got a new one, still will only load one key, thought it was locksmith keys, so got a new from Strattec, still only loads one key and fails on trying to add second, bought another thinking maybe the locksmith was clones, same issue, only 1 key will load and every other fails. Tried initialization to load 2, fail. I am at wits end, cant figure this one out.

Does your 1999 Transit even have PATS installed? All the PATS Charts I have for Transits do not show PATS being installed in the Transit Line until at least 2010!
The Charts I have are likely for the North American Market! The European or Asian market or other Than N/A may be different?

I have a problem with programming FF MK3 / 2016 - adding 3rd key in BCMii PATS
I enter BCMii PATS Programming,
A window pops up, I go through the question whether the car has a keyless system (NO), I go to adding a new key.
However, I get an error:
Make sure the master key is inserted.
Then it returns to the PATS programming function selection menu.
USE:
forscan 2.3.60
The car does not have a start/stop function (keyless access, standard CONTINENTAL 5WK49986 (15K601-AF) keys), two keys, one remote control, the other only a solo key (no remote control).

2 keys programmed and the option of coding additional keys is enabled
