It means the outside temperature sensor has an open circuit.

Are you getting a code for anything?
Sometimes a pid will be there even if the vehicle does not have that component.
In those cases the pid value will default to some open circuit value

Find the sensor and check for green crusties in the plug. If you can't find it where it should be then as above said.
