Can FORScan flash the"Vehicle Identification block" to a new PCM through an ELM327 device on an '02 Expedition?

No. Some day this feature will be added, but for pre-CAN PCMs (including 2002 Expedition) it will require J2534 programming device. Programming this type of PCM requires special hardware support.
