Focus mk2 1.4 2005 pats ?

hello .
i am trying from a while to program a key in pats
everything works alright , from start to finish , but at the end it says that key was programed succesful but counter didnt increased . And to put key to 0 and back , then recheck counter . Counter indeed is still the same .
it's a key i bought from ebay , probably chinese ..
dtc code returned is b1601

i did tryed a few times and my car is timed secure acces .
what should i do ?

edit , i just checked dtc with elm too , and it says 1600 and 1601
so , probably i should buy other transponder ..

edit 2 - i kept moving the transponder from place to place , and its working properly now

Right, most often the problems are:

1. Incompatible transponder (e.g. you purchashed one for FF3 instead of FF2 - and it may even give you B1601, but will never work).

2. "Bad" place for transponder (signal from/to transponder is blocked by other components in a fob). Re-locating the transponder may fix the issue.
