EGR Valve - Difference between Desired and Measured

My DPF is showing as blocked and I suspected the EGR valve might be contributing.
My problem is that the desired and actual bypass valve position (EGR_VAL_DES and EGR_VAL_MEA) are totally at odds. This looks at first glance to be a problem. I have attached a screen shot showing some pertinent parameters.
By the way, in changing the EGR valve I got to test both old and new and they both showed this big difference.
My question is: is this difference indicating a real problem and does it matter if it's not remedied?

Your problem is a restricted DPF A restricted or plugged DPF will create all sorts of engine management problems that are constantly monitored.
Perform a DPF regeneration or have it cleaned.
Clean the EGR ports and all connections associated to the EGR.

because from 2012 this sensor are not installed.
