Not Likely yet with FORScan! If FORScan can do it, "PATS" Key Programming would be a service procedure available in either the IPC service procedure list or in the BCM service procedure list! Possibly PCM but not likley in a 2020MY(wrench Icon)!

FORScan has not been able to do Key Programming on very many vehicles after the PATS timed security process was dropped and the OutCode/Incode calculation process was moved to an online PATS server at Ford around 2012-2014 which requires a NASTF Locksmith Or Ford Dealer Authorised Login!

In other words this is Ford Dealer or NASTF licensed Locksmith only!

Look in the Operators manual or do a Google Search!
There used to be an Ignition on/off 5 times process outlined in the operators Manual that you could use to configure the MYKey and possibly add a third key, but I suspect that to add another key this way you will need to have both keys that are already known to PATS(Must be two keys known and both must be available and readable) to cycle in to/out of the Ignition(Mechanically Keyed) or into/out of the Backup slot(Push button start/Intelligent Access) in order for the process to complete!

Even when FORScan could do PATS Programming you still had to have both of the keys already known to PATS memory to cycle through the ignition before the PATS system would take a third or more keys! With only one of the known keys being available the only way to add a third was to obtain two more keys and do a full erase and a program of the original and one of the obtained separate keys plus the third or more if desired, up to four or eight depending on whether Fleet mode was enabled!

That two known Key cycle process is likely still standard! The Online security Coding process has changed!

A paid FORScan Subscription would only make the PATS service live and run able if it was available but it will not make the service process available!

I don't know if it helps at all, but bought a 2015 Fiesta with keyless entry, but only 1 key. I bought a new key off amazon thinking I could code it with forscan, read the forums and realised I couldn't.
After some searching I found https://www.keynow.com/ and bought one of their aftermarket keys, and the pair it yourself option. It worked well, and even let me code the amazon bought key, so I now have 3 working keys.
The "pair it yourself" option is a odb dongle with no outside connection, so I think it is probably possible to do it via software, but I don't know enough to about it to know how.
If I can help by examining the dongle in anyway let me know.
