My 2014 Ford Fusion 2.0 SE EcoBoost steering wheel wont move.
I am getting this DTC:
Code: 3003 - Battery Voltage
Additional Fault Symptom (:68):
-Event Information
Status (-08):
Previously Set DTC - Not Present
Module Power Steering Control Module
I tried clearing the DTC and it just comes right back and the steering wheel never unlocks.
Ive tried google on this code and I can't seem to find anyone with the exact situation and a definite solution.
Has anyone seen this?

I assume you mean DTC U3003 which in general terms means Battery Voltage or Charging voltage being read at the PSCM is above or below threshold. Above threshold meaning at or above 20 volts for a period of 10 minuets normally would set U3003:17. usually only happens with an Alternator with a shorted to ground field control not regulating voltage to a limit of 14.2 to 14.8 volts!
Below threshold (The more common symptom) sets U3003:16 when battery Voltage to the PSCM falls below 9 volts with ignition on and engine running at or above 500RPM!
A U3003:68 DTC would set if Voltage at the PSCM with the ignition on( and the PSCM awake in hybrid vehicles or with engine running on non hybrid vehicles), falls to 11.8 volts and the IPC Charge indicator may or may not be illuminated(As in the alternator is not charging and keeping battery voltage above 11.8V+ and battery voltage would also be low in this case)!
All of the above scenarios will cause the PSCM to remove Steering assist(steering will be hard or appear to be locked)!
At any rate what you should be looking at is whether the PSCM is getting full voltage from the system at the PSCM rack connector.
In these EPAS systems there will be large amperage fuses(50 AMPx2 or a single large 100A fuse/Breaker) in the battery junction box(under hood) that provides + battery voltage through large wires(10 Gauge/6mm or larger) to the PSCM. Check for Battery voltage + to Ground at both ends of those fuses(should be 12 volts or same as Battery 12V or at least 13.8+ volts with the engine running to Ground at all times at both fuse ends)! Blown fuses will need to be investigated for + circuit problems if replacement fuses keep blowing. Blown fuses are not a cause they are a symptom!
That is the easiest place to start first with diagnosis! From there on down to the PSCM connector bank on the Steering assembly which will in all likelihood be difficult to get to(large connector on the steering rack assembly with two large wires one red + and one Black - and three small wires one Ignition and two HSCAN underneath the car behind the engine). The large Red wire should be Battery Voltage +12V "Hot at all times". The U3003:68 DTC is suggesting that this is not the case!
The grounded side will also need to be checked as the Ground or negative- side of the main power circuit(Large Black wire at the PSCM Connector) is grounded through a 10G or 6mm wire to a chassis ground point usually close to where the Battery Negative cable is connected to the chassis. A break in the main ground wire will also cause these symptoms.
I am using my 2010 Fusion from my experience so hopefully your 2014 is similar?
