New PSCM - Trouble Programming

Have a 2020 Ford Explorer, original problem was the rack and pinion was broke and needed replaced, last shop did no programming, stored U2100 code and Steering Assist Fault displays on dash, my question is am I able to load firmware onto this new module? It is an oem ford part.
On the Firmware update screen this is the information provided

I should also add, there are no firmware options in the Available Tab, and when trying to Load Factory also did not work.
