2013 Mustang PATS

Has anyone tried to program keys on a 2013 Mustang? I'm trying to swap a 2013 Premium cluster in to a 2013 base mustang. I pretty sure I have to do a PATS relearn. Can Forscan do this or do i need IDS and VCMII?
