Mondeo Mk3 will not connect...

I have an 05 Mondeo Mk3 2.2Tdci. I'm using an elm device - usb to serial using prolific driver. Device is on com6. Forscan finds elm device fine but fails to communicate with car even though ignition is on. Other OBD software seems to connect fine but do not have the pats programming function I need. pulling me hair out here, any help appreciated...

[Ford Vehicle] Unable to find PCM

So the software knows it is talking to a ford but cannot find PCM? Could this be a fuse issue? would this stop my car from starting and cause PATS code 15?
