I had also posted this on the Ford Transit forums and somebody told me the same earlier. I can now happily say the van is de-speed-limited! Woo!
I had heard from a couple of places that the limiter could be in the PCM, and because when I connected, there was an option to ‘Reset speed limiter’ in the PCM configuration (non-as-built configuration, that is), I was only focusing my efforts on the PCM.
Additionally because doing the BCMii configuration said to make sure I had a fully charged battery (and the van has been stood on the drive for a little while) I didn’t ‘try out’ the BCMii configuration.
Sprinkle in a bit of beginners logic... BCM = BODY Control Module.... and the speed limiter would make most sense to be powertrain...I just didn’t pursue the BCM options, thinking that’ll just be to change mirror fold, DRLs etc.
Anyway, super happy it’s solved now, hopefully another beginner like me will read my experience and manage to do the same!

I think this post is saying:
Change the speed limiter menu option (not as built) in the PCM
Change the speed limiter menu option in BCMii.
I don't think you need to make changes the the as built data bits. Everything is done through menu selections.

has anyone managed to change the speed limiter so far?
i tried from ic its did not work the was any option to remove speed limiter but it doesn't work it keeps crashing
any ideas ?i have even downloads as build it didn't work
